Translating Compliance into Opportunity

The barrier was not interest. It was access and comprehension.
Sustain Dane’s Efficiency Navigator program was designed to expand participation in energy-efficiency projects for affordable housing. However, the program relied on complex legal and administrative documents that were not accessible to a significant portion of the contractor ecosystem.
Spanish-speaking and minority-owned contractors faced multiple barriers:
Legal and technical language within RFQs and agreements
Federal compliance requirements such as Davis-Bacon and Buy America
Limited familiarity with public-sector application processes
Language limitations that compounded these challenges
As a result, many qualified contractors were either not applying, applying incorrectly, or disengaging before completion.
The issue was not translation. It was the absence of a system that allowed contractors to fully understand and navigate the opportunity.
Problem
Sustain Dane needed to increase participation from diverse contractors while maintaining compliance with federal and program requirements.
However, the application process presented several challenges:
Complex RFQ narratives and response forms
Multi-party agreements with legal and compliance-heavy language
No accessible version of materials for Spanish-speaking contractors
A high risk of misinterpretation or incomplete applications
This created a structural barrier that limited participation and prevented the program from fully aligning with its equity goals.
The challenge was not outreach. It was accessibility within the application process itself.

Solution
Adapt designed and delivered a bilingual access layer that enabled contractors to understand, complete, and compete within the program.
Rather than treating this as a direct translation task, the approach focused on comprehension, accuracy, and usability.

Translated key program materials, including RFQ narratives, response forms, and subgrant agreement components
Addressed legal and technical terminology to ensure clarity without compromising compliance
Balanced accuracy with accessibility to make requirements understandable to non-native English speakers

Leveraged team expertise in public-sector processes and contractor requirements to validate translations
This approach transformed static documents into accessible tools for participation.
Differentiation
This work required more than translation. It required understanding how contractors interact with public-sector systems.
